Do I leave the spring and plunger in and rtv the hole over it?

When i did it i used jb weld. Removed the spring and plunger and filled the hole. And i used a cartridge role to smooth the bump out that went into the carb bore.

If the spring and plunger are left in, don't they keep it closed/sealed?

Im not 100% sure? My carb didnt have any of that with it.
