lucky you, I am sure there are folks on the ATC250r site 3wheelerworld forum
they would go nuts to find one in this good of shape
and that leads me to say, you might be better off over on there site asking for help/opinions on this project, plus to find any needed parts too,
best of luck redoing it, and be sure to share some pic's as you go here, many here would enjoy them, me included
I rode these when they were new and first came out LOL

here are links to above mentioned sites

Had to get the same one running for a bud of mine a few years back. Just start with removing the carb & exhaust, & pulling the motor apart. Drain any gear oil thats left...and so on.
Theres all kinds of different ideas on what to free up the piston with :|

Also I probably wouldn't break the engine down. It looks to have been kept out of the elements. You'll be able to see the cylinder through the intake port. Change the fluids and clean the carb. Replace the air filter, and check all of the wiring for chew marks, chaffing, or cracking. Spray a little marvel mystery in the cylinder and rotate by hand a few turns too.
I had an old 74' CB that had not ran in 20 years, hooked a battery up sprayed fuel in the carb, she lit right off.
Also look in the tank to make sure it's not rusted? I bet its clean

Thanks for all the help. So far I’ve drained all the fluids, rebuilt the carb slapped a new plug on it. Took about 3 cranks & she’s alive! Took around the block to make she goes through the gears. Still don’t have back brakes. Not getting fluid to the rear caliper? Maybe clogged line. Is it necessary to use the clutch to shift & if I don’t will it damage the clutches? New video of it coming to life soon

you really need to use the clutch !. yes you can change gears on it, but it sure makes it hard on the clutch parts. how you think truckers shift their rigs ?, you think they use the clutch ?..most dont !!. how ya like that power band ??..lol. I took one ride on an '82 I think it was ?..holy crap, got off it..and ran away !..lol.
