I wouldn't buy one on ebay. Lots of fakes floating around. Google him and go to his webpage.

That said, are you sure it's the CDI? I read your other post. I would make sure it's a CDI issue before you start throwing parts at it.

Was the CDI you swapped in an original Honda CDI or aftermarket?

You are 100% sure the choke is off? If so how many rpms do you think its getting to? Should be9000- 9500 stock. Maybe your other cdi was an aftermarket one that removed the limiter or upped it? Could be a handful of things. But i dont think you can by-pass the limiter without going into the cdi box with a computer. Its all internal.

Yes it is a 300ex, the cdi i bought was for a 04 trx300ex, it does run now just my old cdi was off a trx300 4x4 and it topped out at 65mph with the slight mods now it wont go over 53mph. And rev limits in low gears real quick to 4 suprisingly. It just erks me. Im sure the choke is up i checked it alot while riding today.

I also noticed today one of the three stator wires in the 3 prong connector came out of socket, i repaired that and noticed nothing as well. I forgot to mention i checked the current through the wites and everything is running positive for the wire count.

Could this problem occur because maybe its to rich or lean? Or maybe the e clip needs to be moved up or down on the jet needle? Im 900 feet above sea level. Its average 60 degrees Fahrenheit right now as well

It could. Generally false rev limit is a rich condition. Its actually flooding the plug out for a split second really rapidly. Lean is usually more of a bog or flat tone.
