+1 the steel looks really worn, so you may not be able to see the numbers.

or another possibility. it was stolen at some point and someone welded in a new section so there was no evidence of the stolen vin. (I have seen this once)
Common over here as there's no paperwork with quads here, just a dealers receipt when new.

Thanks to Mac102004 I have found out that the engine is an 89 so assuming the ATV is also 89 or 90. Thanks for everyones help, now to get it fixed up!
