Ok my recon 250 won’t start. It’s getting fire it has compression. Gas leaks out of the tube on bottom of carb pretty fast. It will backfire sometimes when trying to start. Would that gas issue cause it not to start or what I am at a loss here

Yes. Disassemble and clean the carb.

Overflowing from the overflow tube is caused by the float valve being stuck open and not closing from either conventional ( non-ethanal ) gas turning to a lacquer like paste or ethanal fuel turning to crystals ------clean the carb , but also check and clean the fuel tamk and petcock , if you clean the carb and the tank is fowled , then you are just going to reintroduce trash back into the carb
