1997 Honda Recon 250TRX

This is day 3 of trying to repair my carb. I have pulled it off 5 times, checked everything and reinstalled. Every time I crank the bike there is wide open throttle!!! I immediately turn the key off. I'm totally stumped. The last time I cranked it I pulled out the throttle and it slowed a tiny bit only. I eliminated this as an issue.
From reading, I understand this is an air flow issue or something is stuck.
I did install a new OEM thumb throttle cable.
I have double checked that the throttle valve is seated properly. The jet needle does not appear damaged. The needle clip is in the 3rd groove per manual.
Could it be the air cut off valve?? The manual shows two different installations. One page shows the diaphragm installed first into the valve body, then the spring, then the cover. Another page shows shows the spring installed first, then the diaphragm, then the cover. Right now I have followed the first method, above.

The pilot screw is turned out 2 3/4 per manual.

I'm soooo confused and need your help.

is the throat slide that is attached to the throttle carb sitting all the way down ?.

if slide is ok ?, then chances are, your air cut-off body is not put together right would be my guess ?, hard to say..as I can't see how it was put together :).

can ya take a pic looking through the carb front to back ?, you will need the carb off the intake to do this, do not unhook the throttle cable from carb if you can help it ?, I want to see what the slider looks like while in the carb and on cable.

the slide must be all the way down in the carb, cable adjusted wrong ?, in the body wrong way ?, idle screw set in to far ?. but the slide is deff not all the way down :).

Problem is resolved thanks to @shadetree and @fishfiles. Shade showed me how to determined if the slide in the carb was stuck open. The fix was an adjustment to the throttle cable at the handlebar. Hope this helps someone else. In all the reading I did I do not remember this being mentioned as a fix to the problem. A little tweak of the throttle screw finished off the problem. I'm doing a happy dance!
