I can't remember if your carb has the plunger type of choke or the butterfly type. If it has the plunger type then disassemble the carb and clean the jet for the enrichment circuit. You will find a long brass pipe that projects straight down from the plunger hole. This pipe goes into a hole in the float bowl. The fuel enters this hole thru a jet from the float chamber. It is very easy to overlook this jet. It is very small and sometimes hard to clean if clogged. Otherwise if it is the butterfly choke,it is not going to 100% choke.
