Yes you should be able to turn the motor by hand. If it's locked up why not take it apart and check it out?
Rancher 420 ES Starter
After applying 12volt directly to the starter terminals I have determined that the starter is bad. I removed the stater and noticed that the shaft does not turn. Is this shaft supposed to turn freely? I just wondering if its worth the time to take it apart and try to repair it or just buy a new one.
