when you say it's getting oil into the exhaust..are you talking about burning oil as in blue smoke ?..if this is the case..your oil rings are shot..you can still have compression..but just not have any oil rings left..lol..soo..as to solve that...you need to do a top end rebuild...another problem you may have is..one of the stud jurnals is leaking oil straight into the exhaust pipe..like a cracked head..check to see if your head is cracked near the exhaust pipe...other than that..i see no other way for oil to get from your crank case to the exhaust.

How about valve guides or seals? Or, do these things even have them?
Yes, they have them and yes, it could be the problem. That or bad rings, either one or both.

I'd say rings.Someone probably overreved it a bunch.Or rebuilt it and didn't bother to hone it.

I finally got to work on the quad. when tarring it down I found my cam chain tensioner sealing bolt was striped. The directions in the book says to take it out before the other 2 bolts. How nessasary is it to do it that way?

Why wouldn't my trx250x Qaud have a starter decompressor cable? Is it nessasary? Are all the cylender bolts sopposed to have washers? Liquid Gasket sealer was used and way way too much was used what problems can that cause? What sould I look for?

You didn't state what kind of quad you have, but all quads don't have a decompressor cable. No, the decompressor just makes it easier for the engine to turn over, while starting. I would say the cylinder bolts all have washers, but I doubt it's a big deal if they are missing. It shouldn't make that much difference. As far as liquid gasket sealer, if you are referring to RTV sealant(silicone gasket maker), too much can cause you problems. When the parts are bolted together, the excess that squeezes out on the inside of the engine, will cure and then it can break loose on the inside of the engine. When it cures, it is rubbery and can stop oil pumps up or block oil drain holes, etc. I learned that the hard way years ago when I first started working on ATVs. I will only use Hondabond, now. Hondabond doesn't cure rubbery and is about the same price as RTV sealant. You can buy Hondabond at your local Honda dealer for about $6-$7 for a tube. I highly recommend Hondabond. I even use it on automobiles. Even when using Hondabond, you just need a thin coat.

I finnally have my trx250x apart. the piston and rings are fine but my inlet valve is not setting proper my cam has flat spots and the rockers have uneven wear. over all it looks like I will need a new top end. I will be looking into the cost of fixing it next weekend.

OK, I see that you edited your post to include what type of ATV you have. Yes, a 250X should have a decompression cable. Someone else must have taken it off, unless you bought the ATV new.
