Idle will not adjust down

I have a 2001 Recon 250. The idle screw will not do anything. I can close it off completely or open it up all the way and there is no change in the idle. It idles at around 2000 rpm unless I pull out the choke. With the choke out about 3/4 of the way it idles fine, but I should not have to do that. I took the carb apart and cleaned it. I made sure I could see through the holes on both jets when I cleaned them. Any ideas?

It turned out to be the throttle lever adjuster nut. The guy I bought the ATV from must have played around with that nut because the ATV would not run. I bought it from him as a non running ATV. After I corrected the real problem. "clogged jets", I didn't think to check than nut because it should not have been messed with to begin with. Stupid me for not checking that adjustment nut as soon as I put the carb back on. Hopefully this saves someone else from the same bonehead mistake as me.
