So it's time for a new bike...dealer is starting out at 7500 out the door. How decent is this and what should I shoot for?

You can probably find a new Foreman 500 for about the same price. You'd get the same frame, same bike basically, but with a bit more motor and bigger tires. Try to minimize electronic options if you can... and be aware that waterproofing the electrical system will be your responsibility no matter which model you choose.
