First, do not underestimate the need to carefully clean a carburetor; that is, it is a long tedious process to get it right and must be perfect to operate perfectly. So, chances are you will need to dive back into it again. As you know, when you press the throttle, you are calling on more fuel and suspect it is a clogged/plugged jet. Also, you might check to see if there is a vaccum problem.

On this forum, we have downloadable service manuals under the technical section and suggest downloading it as a great handy guide.

Did you change the starter valve? That choke or enrichment valve has a conically shaped seal that, when worn, will cause rough running at all times. You will never be able to set the idle or fuel mix properly.

As @alloutdoors said your carb probably is not clean enough either. Owners like to soak their carbs thinking it’s enough—like taking your truck to a carwash after a gumbo run—you have to scrub the surface and channels to remove the film and oxidation. I use small dental brushes and/or pipe cleaners.

Also, good idea to clean your gas tank, including the petcock, fuel line and any inline filter you might have. Be sure there is no debris in the fuel system. If there is, you'll need to clean the carb again after cleaning the tank, filter(s) and line.

Is the carb you rebuilt the original carb?

ALSO, please do a search on the forum to see the zillion threads like yours about carb problems and how they were fixed. I think you'll find the answer to your problem.

I'll only say it one more time..... if you used a cheap rebuild kit you still have a carb problem and you're probably wasting your time and money replacing the starter valve at this point. If a carb only runs on choke you have a fuel starvation problem until proven otherwise. Those cheap jets don't work properly. AND, cleaning a carb one time rarely is good enough. It needs to be soaked for 24 hours in Berryman's then every tiny hole cleaned. Enough said. :) Again, search the forum for more advice. Good Luck!

Here’s a pic of the part i think you need— IPB from Rocky Mtn

When you clean your carb take s pipe cleaner and run it into thr enrichment channel (hole) in the throat of the carb you will see you can push it sll the way thru the carb and see it pass thru the starter valve bore.
Then you will also see how clean (or dirty) your carb is. It was eye opening for me to see how dirty the carbs remain even after ultrasonic cleaning.

Change that spark plug too
