Frame shot,repair shop says.

Hi,this is my first post.I bought my first atv,a 1999 Honda fourtrax 300 4x4.I droped it off to have brakes installed and they called me and said it's not worth it and advised me not to drive it because it's not safe. I am going to pick it up tomorrow and get a second opinion from a welding /fabrication shop.I see frames on ebay for sale,but the labor to switch everything over is like 700.00 plus the frame and shipping 1000.00.Any advice would be great,thanks alot,Mike.
