@SlammedRanger is the man to answer this question accurately however, I believe all keihin carb needle valve seats are pressed in. You can buy replacements but you need to machine the original out to fit the replacement.

Man its been a few years since i had the bowl off a 400ex carb. But what i do know. FCR mx39 i run on my quad does have a removable seat. It has a phillips screw holding the edge of it down. That being said if the 400ex has a phillips screw around the edge of the seat it will more than likely be holding it down aswell. But my memory is telling me it dosnt and its pressed in.

Have you tried an OEM needle valve to cure the leak? I tried several aftermarket brands on a 300 fourtrax and had no luck, bought OEM and the issue was solved.

You could also try using a very light cutting paste and a cotton bud. I have used toothpaste in the past which worked well and cured the overflow issue.

Your welcome! Im sure you can get it. I have used acitone on a q-tip. And that carb was in such bad shape i thought there was no hope as soon as i pulled the bowl off. There was an inprint of the float left in the bowl that was full of gummed up fuel. I had to put the whole carb in a sonic cleaner to get it but when it was all said and done it ran perfect. Get yourself a shindy carb rebuild kit and replace the needle with the one from the kit. And all the gaskets and you will be golden.

follow-up I had bought an aftermarket carb kit and everything worked fine except for float valve.
Ended up buying a used carb from friend for $20 and used the float and float valve out of it. This did the trick.

I have ran into this before aswell. The cheap kits are only good for the bowl seal and top cover gasket. Everything else is junk. I put one on and the float was literally stuck. I coouldnt move it free with my fingers so i could tell you 100% it wasnt gunna float lol. Glad you got it figured out!
