how rusty are they?
one of the big problems with racks and suck, is there hollow on the inside and they can be just as or more rusty on the inside than the outside
thus you cannot sandblast the inside
so painting the outside might be a loosing battle
and basic spray paint will also scratch pretty easy

I have done mine and other things that were fairly rusty, using POR-15, its a rust preventive /stopper
its a 3 step process, you can still sand blast, but when you coat/paint them with this stuff, it helps a lot on preventing rust coming back and it cures hard like powder coating
it would get my vote over any other paint like coating
I would use this or, spend the $$ and have things coated with a GOOD truck been spray on liner(rhino liner, Line X)
never had luck with any of the do it yourself in can stuff, all I have tried failed shortly and or just peeled, /did not even stick well!

They aren’t too rusty, it is mostly just the paint that’s been taken off and some on the metal.

I’ll probably just sandblast, give por 15 a try, then paint over it. I’ve looked at some reviews and it sounds good so can’t hurt to try.

just a heads up on the POR 15
ONLY buy what you will use, it doesn't last once you open the can and DON"T get any on you, it takes months to wear off LOL
but it is awesome stuff, the better you prep things the better the results will be
I have no issue with highly recommending this stuff, been great for me!

On an old 300 I had years ago, had the same problem. Had them sand blasted, primed with black primer, then coated them fully with spray-on rubberized truck bed liner. Never saw any more rust on those racks. Unfortunately, I rolled that 300 end-over-end down a long hill about 5 years later. Destroyed it. Loved that little quad.(
