I've not see that particular stick but you should be safe anywhere inside that range. When checking after running it hot it will probably be near the upper and if the bike is cold it would be near the lower.
I agree. The top mark is the full mark and the bottom mark is the add mark. Anywhere between the add mark and full mark is OK. Remember, don't screw the dipstick all the way in to check the oil level, just put it in until the threads touch.
