see that plastic piece with the spring on it connecting the upper arm to the slid ?, lift the spring off the arm and slide, then slide the plastic and spring off to the side to separate the two, once this is done, you can lift the slide out of the carb body.

You should not take out the roll pin on #3.
Shaft #2 rotates and will slide (out of the spring) outward far enough for the washer and metal link arm to slide off of the shaft.
If shaft 2 doesn’t slide out then check to make sure the link arm screw hole is clear and that shaft isn’t binding on the throttle linkage
