cant start off in gear

I have a 2007 honda rancher 420, when i start it in gear and push the throttle it revs up and down, had it n the shop b4 and they said when the idle control valve gets wet it does that, but when i shift it in neutral and back into first it drives like nothings wrong, i replaced the idle control valve and it still does it, any solutions?
