My 400 Rancher tends to pull to the right especially on paved roads at 25mph or so. I have tried toeing in the right front a bit with limited success. What does help is letting a little air out of a left tire, either front or rear. Is this a common thing? Do I need to toe in right front some more or what?

You may have some worn & sloppy parts in the frontend that need to be replaced. Jack it up and pull/jerk on everything that moves to locate any worn out parts. You may have to move your jack under the knuckle on each side & take weight/stress off the ball joints to discover if they are sloppy.

Also, when you do a wheel alignment you start by securing the handlebars straight ahead, then adjust each tie rod (both right and left sides) to bring each front wheel aiming straight ahead and within the proper toe spec between them. The service manual covers the entire procedure.

Have fun!

Try starting with the tyres themselves. You may have one tyre larger than the other, if they get over inflated at any point they are very easy to stretch.
Try putting the same pressure in both front tyres and then running a tape measure around them, see if there the same measurements.
