Will a clogged carburetor vent line cause the bike to act like it is starving for fuel?
I'v changed the the tank outlet, screen & riser tube inside the tank.
No rust and no water in the tank.
Also new in-line fuel filter.
Any thought or comments would be greatly appreciated.

Easy test, pull the vent line off the carb and see how it runs. If runs better blow some air through it, could have a dirt dobber nest in it.

A blocked emulsion tube will make it feel as though it’s starving for fuel. The emulsion tube is the longer brass part inside your carb that has small holes through it horizontally.
Your carb would benefit a thorough clean while your cleaning the emulsion tube, be thorough, blow through with compressed air, ensure all the jets are clear, remove any dried sediment or powdery corrosion from the float bowl and reassemble.
