I'm storing my recently purchased Quad at my uncles place and he moved last week and notice a puddle of what he thought was oil under it. What typicall goes out on these. Oil seal? Crankcase gasket?

It could be any of the seals---shift shaft seal, output shaft seal, etc., but I doubt it's the crankcase gasket. I would check the oil drain plug, first, to make sure it's tight and not leaking. It could also be one of the side cover gaskets, especially if they've been off before.

Is there suppose to be a gasket / washer for the drain plug. When I changed the oil, it didn't have washer on it. Also, the manual list the drain plug as being 12mm, but mine was larger than than (don't remember the exact size).

Why would it have a larger drain plug in it?

Yeah, it's supposed to have a washer on it. The 12mm that the manual lists is referring to the diameter of the bolt, not the head. The head size will be bigger.
