I have good / almost new shoes on the back. I tighten the adjuster nut a ton and the brake lever gets real hard to pull. However..I don't stop. Any other ways you suggest to tighten the rear shoes up? Move the brake arm backwards or forwards?

How hard are you pushing the brake pedal? Honda's rear drum brake setup isn't hydraulic, so you have to push pretty hard on the pedal. Another problem could be mud or water inside the brake drum assembly. If you're getting a hard pedal, moving the brake arm backwards won't really help any. To be honest, Honda doesn't have the best rear brakes. I have never been able to keep good drum brakes on the rear of a Honda, even when the shoes are new. They will usually stop you, but you have to push them real hard. Sometimes you can get them to lock up and sometimes not. If you haven't already, you could try disassembling the brakes and cleaning everything good and it might help.

The brakes are squeaky clean. I moved the arm a bit and seems to be tighter. Its all handle pulling no food brake. (removed before I ever go the ATV). I can lock the P-brake but I can still push the ATV (Loud rubbing noise and its hard to push) should I expect much more than that.

How full is the hand lever? Does the hand lever pull all the way to the handlebar? If so, you might be able to adjust them up a little more. If the hand lever gets hard to pull and doesn't go all the way to the handlebar, adjusting it up more probably won't help. You should be able to get it where it will lock up when you try to push it.

I can pull the lever the entire way...but its hard. How do you suggest i adjust them.
Adjust with the wingnut at the brake lever at the rear of the ATV. If you already have it adjusted up as far as it will go, try removing the brake lever and move it rearward one spline. If you move it more than one spline, the cable will probably be too short.
