This is a QA03A OEM carb?

You may have another oring stuck up in there or you pilot jet assy out of order.
Here’s a pic of an old one; supposed to be in this order.

You might have too much tension in your throttle cable.

yes its a QA03A carb. now is that one you pulled out supposed to have 2 rings on it? mine just had the one o-ring at the needle end but theres nothing up by the spring.

On the needle there should be a spring, a tiny washer and then the single oring last

ok, i dont have the washer on there let me do that. And the butterfly valve should be just barely open at idle right? Because i noticed the air passage way around it and figured thats all for the idling system

make sure you got all the parts ( washer ) out of the tiny pilot jet screw hole !!, they sometimes stick down in there, as well as the tiny o-ring.

Yup ^^^ like Shadetree said look in the hole make sure nothing is stuck up in there. Especially look in the pilot jet hole in the carb throat sometimes the tip breaks off in the hole. Be very careful when you are seating the pilot screw–touching not tightened

I attached a pic of the bottom of a qa03a

And of a typical pilot jet setting looking into the carb throat. If you can see the tip but not feel it with your fingernail then you’re close.
