Do you mean the pedal itself or the brakes are stuck on?

Spray it with Deep Creep and let it work in overnight. There should be a cotter pin and washer on the mounting shaft—they hold the pedal on the shaft.
Mine was also a rusty piece and I bought a NOS to replace it—you can find them pretty cheap.

Min doesn’t need to be replaced it needs lubed up so it moves back up when you hit the brakes
