Is your batter fully charged?? That's the first thing to check.
Is battery new or older.
Has bike been sitting or used often?
It was running this winter and when I tired starting it this spring it won’t start
The problem is that there could be several issues. It's always smart to start with the most simple causes of the problem and go from there or you could end up spending a bunch of money needlessly.

Okay, you said the battery is new. Are you positive it is fully charged?? Put in on a trickle charger to be sure. New batteries are not always fully charged.

Recheck your battery connections. Use a wire brush to clean the connectors if needed.

Did you install a NGK spark plug? If not, you need to.

Check for a loose connection at the PCM/ECM. I think it's gray in color and is located forward of the seat.

Check the starter motor cable connection. Disconnect it, clean and reconnect.

Since it seems to be dropping voltage it's not likely, but be sure your kill switch if OFF. LOL

Cleaned all the posts off unplugged the ECM plugged it all back in and still nothing ... I tried the ecm from the broke down quad on a different quad it runs with it I tired the coil and cap as well they all work on a different quad ....can it be a stator issue ???
The stator doesn't tell the engine when to spark. It's the crank position sensor that does that. But, the stator is easy enough to check with a multi-meter. There are YouTube videos that will show you how.

You still need to be sure that your battery is properly charged. And, you need to check it with a multi-meter. You said that the bike tries to start with the first crank and then the starter slows down and there is a delay for 2-3 seconds. You've ruled out the ECM and the coil, battery (maybe) and spark plug (if it's a NGK and not a cheap wally-world plug).

Are you able to pull start it??
