welcome to the forums. unless the battery is no good ?, I will say your missing a blown fuse ?, loose battery cable maybe ?, bad ignition switch ?. grab a 12 volt test light, start tracing power from battery is what I would do. AND STAY OUT OF THE LAKES !!..they are not boats !!..lol. and did you check your oil for any signs of water ??, if there is ?, I hope your stator and pick up coil is good ?..lol. engines love to rust ?, spec after sitting for that long ?, yeah..not good. anyway, start with tracing power from battery.

Sounds like a mess lol. How deep of water where you in? If you were over the bars then everything would be suspect to water intrusion.

On top what shade said, also start unplugging the connectors one by one and look for any corrosion. There are relays near the PCM check them too.
I did not even think of the connectors corroding over after sitting for that long ?..great call !.

You may be right but I didn't see any signs of water intrusion in any connector on the pcm, if I could find out where the power goes from the battery, and what directs power to everything I may find the culprit but I won't rule out a pcm
power goes to the fuse block. one some models ?, there is an extra '' main '' fuse by itself, see if you have one ?, it looks like a box wrench !, lol, if you have one ?, it's in a black box, the lid snaps on it, there is a spare fuse in the lid. this fuse uses two tiny screws to hold it together in the box.

Finally got my hands on a diagram! I'll post back what I find! Hopefully it's something small and not a pcm! Anything else I need to check? I know for sure I am doing to clean and grease all connectors!
yeah, try tracing all your wire harness for any rat chewing ?, mice chewing ?..THEY LOVE COLORED WIRES !..LOL.
