Leaking fuel out the overflow.
Pulled Carb - Checked Float - Out of Specs.

Checking Jets, I noticed that the Rubber Plug was
loose and about to fall out.

Does the Rubber Plug come with the Honda - Float Bowl Gasket Set(3) ?

What keeps the Plug from falling out.

Well, I see where there is a Tab on the inside
of the Bowl where it presses up against the
Rubber Plug.

I don’t know anything about this model, but familiar with carbs.
Most likely it is a dirty or worn float needle that causes overflow. The needle seat could also have an oxidation layer on it. Floats may deform if the bowl is empty for a very long time.
I recommend a rebuild kit from Shindy it will probably have everything except the passage plug. You could also buy OEM parts, which i prefer—but the parts are sold separately

be careful to use soft tools: plastic dental brushes, pipe cleaners, bamboo handled cotton swabs and plumbers flux brushes.
A little Berryman Chemtool on a swab will clean that needle seat very well.
