Is it the OEM carb? Did you fit an OEM rebuild kit or a known good brand? Did you clean out the fuel tank? Did you replace the fuel line and add an inline fuel filter? Did you follow the FSM to ensure correct rebuild procedures?

So many questions I know, will help us determine the exact issue you have.

Well I'm not sure what the original carburetor would be so I'm not sure how to tell if it's the original carburetor I believe I put a good rebuild kit in it I'm kind of new to this stuff so I'm kind of learning as I'm going I talked to a couple people and they say it's more than likely the float so I guess I'm going to tear the carburetor apart and try it again would you be able to tell me what brand name the carburetor should be on that year of Honda?

You will need a copy of the service manual to set up the carb properly. You can find one linked in the manuals forum. Print out the fuel section for reference. Unless you follow the manual 100% during reassembly you are likely to fail.

The manual lists the carb part number (Keihin) as well.

As for carb kits that actually fit and work..? There are two choices ONLY: Stock OEM parts sold by Honda, or a genuine Shindy Carb repair kit. If you buy a Shindy kit on eBay or Amazon you might be getting ripped off by the lying scoundrels that those corporations "sponsor". Shop carefully... buyer beware!

That said, there is usually nothing wrong with the original parts in Keihin carbs. Clean them up carefully and reuse them where possible. The originals will outlast and outperform (especially OEM jets!) all others, including Shindy!
