I'm just going off of my gut instinct on this but I'm almost sure the rev-limiter is in the engine control unit. You may not be able to disable it.
Just asking why would you want to do this? Have you ever driven an atv in reverse with full throttle? Not only is it scary but it's downright dangerous.
