Did it run right before you rebuilt the carb?

Check for the throttle linkage and/or idle screw settings too loose. Maybe Vacuum leak—all hoses connected no cracks?.

Check the pilot jet and setting. Open it a half turn more. Do you see the tip of the pilot jet stick up in the bore when jet it lightly seated?

If the pilot jet tip is sticking up in the intake bore—you’ll feel it with your fingernail. Maybe it’s broken off and you didn’t notice it

Yes I checked the pilot jet but since messing with it yesterday. I got it to idle but only for a short time and it surges. Gas is fresh. I had to pretty much replace the whole fuel system because it sat up for two years with ethanol gas in it. Everything was covered in sludge. I’ve cleaned the tank and rebuilt the carb so the carb has all new components.

If you have good gas, no vacuum leaks and the carb is good, I would replace the plug and run some sea foam through it.
