Ok so does the spark come from the cdi to the fuel relay then to the coil? Or does it come from the fuel relay to the cdi then to the coil?

spark starts at the pick up coil, then goes to fuel cut-off relay as a pulse signal, this signal then goes to c.d.i., then to spark plug coil, then spark plug. the c.d.i. see's the pulse from the pick coil off the crank so to speak ?, when the pulse returns from the fuel cut-off relay, the c.d.i. then fires the spark plug coil. in other words, the spark plug coil see's this pulse from the pick up coil signal, that comes from the fuel cut-off relay. this is a safety feature Honda built into the atv, the fuel pump should not work unless the motor is running, or cranking over ?. so if you wrecked, and the atv is up side down, and stalls ?, then the fuel pump will shut off, cutting down the risk of a fire from leaking fuel.
I see well ever since i have had this unit, the fuel pump has always ticked when you turn the key on. At least until it recieved back pressure. Yesterday i was finally able to get into the fuel relay box (the screws were rusted BAD!). I pulled the Bl/Y wire, tried to crank and i had no visible voltage with meter and test light. So, from your explanation problem lies within the fuel cut off relay, correct?

if your fuel pump is '' ticking '' or '' pulsing '' ?, then your fuel cut-off relay is working.

So since my fuel pump works so to speak would you consider the cdi?

Based on what Shade said about the ignition circuit and knowing your ignition coil doesn't check out, I'm left considering whether that coil is the problem.
I have a spare CDI and want a spare fuel cutoff relay, so I could go either way. If it were me I'd replace the known fault first

I agree completely i have one on the way, but i dont have spark to the ignition coil. If i pull the Bl/Y on the fuel relay and leave other side plugged in while cranking on it i have no spark on fuel relay. Same goes for the cdi pull the Bl/Y wire and i have nothing. Thats why i asked where the spark landed first. If it starts and making it past the fuel relay that would mean i need a fuel relay. If it starts at cdi and then goes to the fuel relay then i most likely need a cdi. Thats all im trying to determine, if i should spend another $111 and get a new cdi.

I should've checked mine to see now that I think about it.
Well I know it's an expensive option but shop rate is $110 a hour at least--feel good that your efforts paid for the part and you'll be up and running.
And then it'll be something else you wanna fix?

Great job!
Did you have to replace the ignition coil?
When our shop Fourtrax needed a cam chain and tensioner I took it to the shop. That was about $879 as I recall.
Might have needed some other minor work
I kept the original coil and she runs fine with it. Ive got a back up now and a back up fuel pump as well as a fuel relay. Lol well my cousin works at an atv shop i may take there to see what they would charge.

There ya go fine bidness then.
Do you know how many hours on it? This one I mentioned had 820 hours and was used mainly for snow removal. Valves were clacking lightly but constantly

It takes awhile to strip these beasts down; before I took mine in for the valve job stripped off fender, the air box etc and broke loose the valve cover bolts. May have saved two three hours. Be careful removing those valve cover bolts--get a good clean tight socket fit on them and gradually put the torque to them. Don't want to snap or round them off. Number them somehow they are all different lengths
