yes the cable could be stretched , it also could be the wrong cable from a newer model that doesn't have the adjustment on the brake lever , could be the brake shoes are worn out -------------- I have seen people slip a socket or a bushing over the brake cable threaded end and then put the wing nut on to take up the slack , you could reindex the brake lever to the cam if the shoes still have pad left
