I dont know for which style of carb is on yours. If the top is square then it is a contant Velocity style. A diaphram opens it with engine vacuum. It needs to be running to open. If the throttle is strictly mechanical then it should open with the throttle without the engine running. Another way to know which style you have is to look for a round throttle valve to open. It is in the carb too........located between the throttle slide and the air filter flange. In a way this carb has two throttles the Round valve before the slide........they operate separately.

Thanks! So basically the engine has to be running for slide to move? It's a CV carb. Butterfly in front of round fuel slide

Yes, the engine must run to create vacuum to pull the slide up. The round valve should rotate at all times.
