Assuming this is an 'ES' we need more info...

Were any connections made waterproof before hand? Checked connections for corrosion? Shifter is clean and operating correctly? New parts are OEM or known good brand?

If replacement parts are Amazon or eBay cheapies you may as well start over and replace for better quality, they never work.

You'll need to clean and dielectric grease every harness connector on the bike. They are not waterproof as shipped from the factory. Wet and corroded connectors may be the only thing wrong with it.

I've attached the DTC info for your bike along with the #11 troubleshooting chart and the resetting procedure you'll need to perform. Check the shift motor by jumping battery voltage across its connectors before you replace it, or the ECM. After cleaning every connector and ground on the bike.... use OEM Honda parts only and let us know how it goes.
