You can take it to the Honda shop and they will probably catch you all up for about $500. Careful it’s over 20 years old so they might refuse.
Otherwise you can try to rebuild the carb yourself following the carb sticky and getting this rebuild kit. The seals in your carb are probably pretty crispy.
Just saying, the idle jet is inside the carb and yes it probably has a glob stuck in it—get the service manual and make sure you use the proper nomenclature of each part, cuz this will lead to confusion.

Let us know what you intend to do we can guide you thru it. Don’t wait too long you don’t want to drop a valve on that thing.

More than likely it will be easier for you to set the valves with the carb removed. I personally don’t like to attempt too many tasks at once—so i would rebuild the carb first, then check the valve lash and if it’s WAY out then be warned to set them before installing and tuning the carb. If valves are close, tune the carb and then wait until next day to recheck and adjust vakves.
