Repacking a Yoshimura RS-3

I took the end cap off and took the core out. The core had steel wool around it and the packing was in terrible shape. The PO had this exhaust on for 8 years and never repacked it so I thought I should. I have never done this before but it seems straight forward. I just have a few questions, does the steel wool need to be on? If so what does it do? And as for repacking, do I need to take the whole muffler off to do this? And as for packing, any specific kind that is better? I dont really mind how loud it is. - THANKS!

The steel wool just keeps the packing From burning out prematurely I don't have any in mine, but I pack mine about 2 times a year if I can. FMF Sells the packing.g for about 9 bucks and it will do 2 mufflers

Okay thanks bud. But do I have to take off the muffler to repack or can I just repack the core and slide it back in? I dont have any way to get the rivets back on thats why I am asking.
